PARKS DEPARTMENT ASSAULTS DOG and BPC RESIDENT ADAM PRATT
ARTICLE ANNIVERSARY OF EVENT:
On January 29, 2011, a Battery Park City resident, was attacked by a group of PEP officers. The resident has complained in the past about the quality of the PEP officers work and the abuse of the PEP officers misuse of authority.
The resident was attacked while holding his dog in his arms, and attempting to call the police. After being hit by the PEP officer the resident tried to return to his home.
An undercover PEP person chest butted the resident trying to provoke a physical response. The resident went into the buildings and businesses asking everyone to contact the police.
Arriving at his block several officers jumped him and his dog—kicking, hitting with walkie-talkies and batons, after throwing the dog to the snow covered ground. The deliberate attack led the resident into handcuffs and a ride by ambulance to Bellevue Psychiatric ward. The intention was to keep the resident in the hospital at least 72 hours, but friends were with the resident immediately to prevent the PEP officers intentions.
The community is in an uproar and many residents have offered their personal accounts of harassment from these very officers.

The PEP Officers were growing to be a gang of thugs in a public sector that is supported by PRIVATE residential funds. The corruption by the local PEP Officer group has recently been exposed and will continue to release negative story after negative story.

I too was harassed just 2 weeks ago at night. These park people need to be fired. If we have an issue, I call NYPD because the Parks will say “call NYPD”, and WHY do we support this contract for worthless abusive effort towards the residents.
I read the broadsheet article and downtown express. Can you let others know the article page or link? THe bpcdogs organization are involved as well and WE all need to support our area and not feel threatened. Where are the animal rights groups? I called PETA for this and reported the actions of the officers violently hitting a dog as it was in the guys arms!!! And this happened in BAttery PArk City in broad daylight too—- this is a family area and these people that break “work code and conduct” should be gone. Most of us all know and respect of ONE PEP OFFICER (LESLIE BALDWIN)!! She should be the ROLE MODEL for them, but she is only one. THe inside click/GANG that they portray needs to GO AWAY—THEY KNOW WHO THEY ARE-!!
I recently read the recent issue of The Broadsheet which included a story, “Parks Officers Tackle and Cuff BPC Resident for Unspecified ‘Disorderly Conduct” and was appalled by what I read, but not surprised. As a resident of the neighborhood for the past four years, I have found the BPCA to become increasingly useless and I applaud Mr. Pratt’s efforts to document the BPCA’s inappropriate behavior.
BPC, after all, does have a very high tax rate and it’s disgusting to know that we are paying for some individual’s time to nap, save parking spaces, etc. I wish I could do that at my job and still get paid. About three summers ago, my car (parked in BPC), was broken into. I went to the BPCA for help and they simply told me to call NYPD. I called NYPD and only then did BPCA come out and offer to help.
In any case, I am writing this email because I am hoping the Broadsheet writes a follow up story on the outcome of this situation. I’d be curious to know if BPCA got away with this; what BPCA plans to do in the future; how BPCA trains its employees; what BPCA employees’ qualifications are; what BPCA’s [PEPs] role is exactly in the neighborhood (aftermall, they were absolutely useless when my car was vandalized) – in fact, I think it’d be great if you posted some of the pics of BPCA employees not doing their job.

This is a very disturbing episode, which leaves me, a BPC resident, feeling less safe for me and my family. The fact that a person can be bitten up and arrested by PEP security guards in the broad daylight with no apparent reason (at least based on the information provided in the article and the witness accounts) and then sent to a psychiatric hospital is difficult to comprehend.
There needs to be a formal investigation conducted by independent authorities with the appropriate legal proceedings to help determine all facts. This can’t be left unexplained and true wrongdoers unpunished. Echoing a comment from a letter by another resident to “The Battery Park City Broadsheet” (Volume 15 Number 3), this incident “might just be revealing the tip of a corrupt organization”. All Battery Park City residents and taxpayers have the right to know what is truly going on and what kind of security we really have here.

The officials came to the meeting in the wake of an alleged assault by a PEP officer against a Battery Park City resident.
